It sounds like an outer ear infection so it's not going to be permanent. Once the infection has cleared up completely the ringing and discomfort will subside. Goto your doctors and ask for your ear to be syringed. If your ear is clear of wax then demand a hearing test. Your ear infection may have been an inner ear infection which can cause deafness.
