Even deaf infants cry loudly. My thoughts would be an abnormality of the vocal cords. Sometimes one of the cords is paralyzed. Another condition is a laryngeal web or laryngeal stenosis. You baby's doctor would be the best person to assess this. Have this done soon, especially if the baby has stridor. (You might want to look up stridor.) One can only speculate from here.

I know you want a quicker answer than getting her ears tested and going to the doctor. That really is the only way to know for sure. My baby would jump if she heard a loud noise. I honestly don't think crying softly means possible hearing loss. But get it checked to be sure. Ways to rest assured your baby is hearing well: Does crying stop once he or she hears your voice? Does your baby respond to soft lullabies or other music? Do sounds made out of sight capture your baby's attention?

If you have any concerns about your newborn's ability to hear, talk to your doctor immediately. Even newborns can be tested using sophisticated equipment, if necessary. The sooner a potential problem is caught, the better it can be treated.

Did your daughter get a hearing test right after birth? If not, you should probably get one done soon.

How long has this been going on? Has it been this way since birth? If so, you probably should have pointed it out at your 2nd or 4th month visits to the doctor. Have you tried making a loud sound to see if she will turn her head towards the sound.

If this isn't a normal everyday thing chances are is she probably is getting sick and you should contact her doctor.

Did she pass her hearing test at birth? Has she had any high fevers since then?
Some babies just arent loud but if it concerns you talk to your doctor about a hearing test.
