What is a good cell phone for a hard of hearing person who doesn’t use a hearing aid–with good voice quality?

We don’t yet have cell phones, but plan to get a family plan (self and husband) shortly. Husband is a bit hard of hearing, though doesn’t use a hearing aid, and has had trouble when borrowing other people’s cell phones due to very poor voice quality and volume. We want a very basic type of phone–no need for camera, internet, etc., and something that’s easy to handle (not too tiny). Plan/company recommendations would be helpful too.
